In 4 Resident Evil, theres this little character that I call Napolean because thats what he looks like to me, (but thats irrevelant), His name is Salzar (I guarantee I spelled that one wrong), but he morphes into this huge monster that looks like female anatomy. The idea it to shoot out his eye thats on the limb thats waving directly in front of your face so he has to come out of hiding to see you. When you miss his eye but hit the limb, he giggles and says "That tickles" And if your a crackshot like me, after the 50 millionth time hearing "That Tickles" and that annoying giggling, you whip out the rocket launcher and be done with him.

I had a friend who played that game and said he took out Salazaar in just one shot with the rocket launcher and cited him as being "dissapointing" after all that build up.

I can actually think of one game off the top of my head that actually punishes your main character by tickling. It's called Silhouette Mirage for the original Play Station. I'd picked it up because it was done by the company that made Gunstar Heroes, Ikaruga, and a couple other games I like, before being ported over by Working Designs (the guys who brought over and revamped Lunar).

The main character Shyna, has a shield she can put up blocking either red attacks or blue attacks (depending on which ways she's facing because of the games dual attribute system, like in Ikaruga). There's a certain red enemy, that if you hold out against long enough with the shield, will actually crawl under it and tickle your character's foot to stun her and leave her open to attack. Very cute (and making me wonder why I never mentioned this before).

Salazar was definitely annoying. =p

I thought the fight was amazing, though. I didn't have any rocket launchers or anything, I just used shotgun and handgun and stuff.

Took awhile to beat, and there was a lot of jumping and dodging around to be done. Fun stuff.

That fight was kick ass, but I remember tickling mentioned on Banjo and Kazooie. It was when your firing eggs into the spyinx of Banjo in the desert stage.
