That's definitely Debbie Harry, and there are other clips with the two of them together (where you can see her clearly)! I think you're right, it does look like a ticklish reaction, even though the quality is really bad and you can't really hear anything. Man oh man, Debbie back in the day was about as hot as it ever gets! Thanks man!
