Has anyone ever been ticklish at one time and not ticklish at another? One day, I tickled my friends feet and she laughed and kicked one day, but like a week later I did it again after we got outta the pool and she didnt even notice it. Has any1 had this experience b4? If so, do you have an explanation for it?

It's quite possible that after being in the pool for an extended period of time, that here feet where a little numb. While I never tried this with my own feet, I know that when my hands get really wet, to the point of pruning, there is a definate loss of sensation.

A warm foot is a more ticklish foot. Was the water temperature 80 degrees Fahrenheit or below? That will get the extremities below body temperature.
