It seems like immobilizing the toes increases ticklish reactions quite a bit. If I had to guess it's the inability to move the soles out of a taut position, so no break from the stimuli.
 
People do that stuff way too much. Using the wrong types of ties can irritate/damage the skin or too tight can impede circulation. I am not a fan from a viewer or tickler perspective.

However, to each their own.

Yes, for most people, that is true. The main reasons for it are not really specific to the feet or toeties, though. It does several things:
  • Basically as you said, it limits movement, thereby allowing more careful and continuous tickling.
  • Movement also acts as a distraction, sensory diffuser, and sense of control for the person being tickled. Limiting movement also limits those, contributing to someone's sense of ticklishness.
  • Keeping the feet in a more stretched position means that it is possible/easier to access the full range of spots on the bottoms of the feet. For most people, being tickled first results in them trying to pull away, but when that doesn't work, they try to scrunch their toes up to protect themselves.
  • Being stretched out also tends to make the stretched area much more ticklish.

It can be kind of controversial because, much like other bondage, if done wrongly, it can cause pain, discomfort, injury or irritation. Even when done correctly, it can look like it is uncomfortable or painful because of the blood pressure generated by struggling against the bonds. And of course, everyone is different, so sometimes it is actually uncomfortable to the lee no matter how it is done, in which case it should be avoided. I think some good rules of thumb (or toe?) are don’t stretch too tight, don’t tie too tight, and use material that is strong, soft, smooth, and load distributing. Also, if tying more than the big toes, tie all the toes to distribute struggle forces across all the much weaker appendages. Lastly, if you don't know a knot well, don't use that knot and if you don't know which knot to use, don't do it at all.
