Maybe it's the "Instep" which is the top area or the upper part of the arch of a foot located between the heel and toes...
 
I believe that it is called the 'forefoot'. It is a term which is uncommon, but should be recognizable to most. That area would be from the toes to the ball of the foot. You would also have the padded area within the definition.

The 'instep' refers to the arch and curve.
 
Somehow I think you are getting "front" and "top" confused. I believe she refers to the dorsal surface of the foot. To my knowledge, it has no proper name.
 
Bella is correct...the top of the foot is known as the "Dorsal surface" much like a dorsal fin on a dolphin is on top of the dolphin...

Forefoot refers to the front of the foot, NOT just the top.
