Men, women or both?
I think it does vary by gender. Physiologically a woman's nipples are more sensitive than a man's (although some men do have very sensitive nipples, don't get me wrong on that one!).
I would imagine it would vary by individual of course but that you will get more "yes" responses from men than women.

I've been tickled there with both fingers and tongues, and been completely ok with it. It's actually pure torture for me, as it's my second most ticklish spot LOL!
Mine was consensual...
The two "public" times occurred both the night before Superbowl Gathering I, and at the gathering itself. Like summerdaez, I was completely OK with it (hell, I asked for it!), and it was intense!
The only way I could see that happening in a non-consensual way would be if my blouse slipped off during play...assuming, that is, that I haven't already removed my top! 🙂

I would definitely not like it AT ALL. I'm very shy with my body and I would get really upset if my shirt came off. I'd hate every second of it after that. Even if my nipples were tickled through my shirt by anybody but my boyfriend I'd hate it.

I experienced this quite a few times, it was always consentual as long as I get tickled there by my partner. My nipples are normally not ticklish but if I get a thourough tickle warm-up they become extremely ticklish. Especially electric tooth-brush is a very effective tool ...
Regarding non-consentual tickling: I was always tickled a lot and since I had had quite "good-sized" breasts quite early boys paid big attention to them. Usually 3-4 boys attacked me, one held my hands and the others tickled me in the chest area under my t-shirt ... But I don't think somebody tickled my nipples exclusively, it was usually all breasts.
