I know where there was another foot scene involving Mandy.
Clover wants to join this secret club that all the men are joining even though she had no idea what the group was about. To her surprise, when she actually got in, it was a group completely based on MANDY! During this Mandy commands the new comer (Clover) to massage her foot with a duck feather.
Sadly, the massage never took place.
There was another episode that showed Mandy getting a foot massage by her dream guy. The show was about this dream date scheme where everyone fell in love with the guys they were found.
So I agree, Totally Spies is a foot show indeed! ^_^

It's also a french show. Lastnight I started a research project to find out if anything has been cut in the port and dubbing. I found something that looks very much like an edited tickle torture scene. My guess is that more kink is shown in the french version.

i like em alots... too bad, there be needs to be far more foot tickling in the series. i assume this is from the newer episodes, since i don't have cartoon network anymore, i watched all of the first season and 2 or 3 of the 2nd season.
