Video freezing issues?

So it seems like one of the classic YouTube tickling videos has a freezing problem. After 0:07 the video freezes, yet the audio is playing. Is anyone else noticing this and if so, how do you fix it?

It's a glitch in the video itself that was uploaded. Comes from a flaw in video format re-conversion from its original format to another format. The uploader must not have bothered to check their converted video before uploading to youtube.
