is there some sort of website that polices the net? i mean, i stumble across an illegal webiste on how to make bombs, or a child porn ring, i want to report it, but how?

For adult sites featuring minors try the Center for Missing and Exploited Children here http://www.missingkids.org/
For a site on how to make bombs I don't think that's ilegal. Making and using the bomb may be, but having instructions on how to isn't. Though it may incriminate you if you are charged with blowing something up. So don't. 😛

I'll ammend that...by contacting the site's hosting compant and alerting them to it you may get it temporarily shut down for violating the host's TOS.

If the website is in a foreign country that has no laws against what is featured on it (i.e. child pornography), there is little you can do other than report it and hope someone in the US government pressures the country it is located in to shut it down.

Yes...for foreign sites you'd have to find the proper authority for whatever country it is.

To report sites that contain possible child porn, you can notify http://www.asacp.org anonymously. They work closely with the FBI and some friendly foreign governments.

The FBI has a special "internet division" which you could report it to I assume.
