Speaking as an artist, mostly because it's a ton of work. Doing an ongoing comic is very involved process. Also the artist would be making it for a very niche audience with no real chance of expanding their viewers.
And, of course, there's no reward in doing a webcomic. If you draw tickling and you have a talent for it then MTJ can be the path to a little cash. Why do for free what you could make money on? Sure, it'd be cool to see something like this happen, but it's not likely.

This. Unless you'd want to draw a fetish-webcomic with stick figures 😀 For example, my pieces usually take 6-12 hours to finish. Of course, a veteran artist would do it much faster. But still, I can't imagine anyone doing a strip in less than an hour. In addition to drawing, you'd have to invent the joke or storyline, do the layout, create some kind of publishing platform, upload the stuff daily etc etc...

I'm kinda planning on doing a webcomic sometime soon with the occasional foot/tickle fetish stuff thrown in on the rare occasion. Much like what Dave Alvarez has been doing with Yenny these days.
Also, it's as Bella Donna said, it's a lot of work doing comics. Especially if it's a page a week or something like that...
You either risk losing quality having a page/strip done on a frequent basis (hence why a lot of webcomics have characters lazily copied and pasted for several panels), or you risk having the updates come in at a slower rate just to make sure the art is appealing enough.
