In which state are the feet and body more sensitive? Wet or dry? sweaty, cold? maybe when it's foamy or oily?

I look forward to your answers based on your experiences.
 
In my personal experience, feet that are oily or otherwise slick with something such as lotion very pleasantly ticklish. I also found that tickling wet feet such as in a pool or a hot tub we’re very ticklish as well.
