I disagree with this, there are plenty more factors than just who is more ticklish.

You could have one participant who is more ticklish than the other but may love being tickled and can last forever, while the one who may not be as ticklish still can't stand being tickled and just wants it to stop.

The more ticklish participant may have a size/muscle advantage over the less ticklish participant and can overpower them and wear them down.

The OP mentioned a list of tools that could be used. Participant A may be less ticklish than participant B but have a strong reaction to a particular tool that causes them to give in first.

I think is idea would be kinda fun an interesting.
