Well, scientifically, the nervous system reactions from the feet are in close proximity to the place where sexual organs are--or so I've heard, anyway. I'm certainly no expert but it seems clear to me that tickling feet causes sexual excitement!

Also, just having the ability to produce such a strong sensation/feeling in someone as foot tickling causes is very powerful and sexy.
