It also give greater power to the Secretary of the Treasury to investigate and regulate financial institutions in order to prevent foreign money laundering.
isn't that the act which set up the telephone number that people can call if they think their neighbors are suspicious of terrorist activity or something to that effect...i'm just guessing here so please excuse my supposition.

The USA Patriot Act was passed by the House of Representatives on October 24, 2001, by a vote of 357 in favor and 66 against. The Senate vote, the next day, was 98 in favor and 1 opposed. It was signed into law by President Bush on October 26, 2001.
Its name is an acronym for "Unifying and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism".
The actulal bill is over 300 pages long, and makes changes to 15 different preexisting Federal laws.
