The first one looks like it's from some kind of hentai/dating game, but that's just a guess. I don't know how, but you can usually tell them.

The second one isn't from a cartoon, but the RGB girls are like...mascots or something, if I remember right. I can't find anything on them right now though.

Sorry this isn't very helpful, but I can at least tell you that neither pictures relate to any anime or cartoon.
