Hot! I have a similar idea but it would be F/M and feature female cops tickling a man caught in the act committing Voyeurism (ie being a Peeping Tom) for a possible story. It would feature different women cops from TV starting with Peggy Lipton as Julie Barnes (from The Mod Squad) to Angie Harmon as Det. Jane Rizzoli (on Rizzoli & Isles). I found a list of 50 hot female cops from television, and reorganised it based on when they appeared on TV.
