What type of bird?

Ok, this is a picture that one of my longtime rp buddies took of a bird from a zoo. Fact is, she don't remember what it's called. It's bothering me to no ends trying to figure it out. If you all live in Texas or have seen this type of bird, please tell me what it's called. I'll give you a cookie or an updated story. ^.^

I couldn't say. The plumage made me think owl at first, but the beak is too pronounced. Maybe some species of kite?

Wow, a plate? Thanks! The first word I thought of when I saw the picture was "harper eagle," but when I typed it into google, it corrected me to "Harpy Eagle," so I should really be giving the internet this plate of cookies. . .
