Where and How to Request for Local Paid Tickling Models

I live in a big city (for Ohio) and I'm thinking of advertising for some lees. I remember once seeing online a form of someone doing the same with all the necessary info. Does anyone have a link to a good template for this type of thing? I'd also appreciate any/all suggestions as it's uncharted territory for me. How much should they be paid? How to request what specifically I want without coming across as a ****? Should I meet these people somewhere in public first? What legal things should I be careful about? Etc...anything and everything. Where should I be advertising? (There are many colleges around me)
