**disclaimer** I am not a video producer- I only contract models for to make videos for my private collection
That said, my methods may vary from "professionals".
I use ModelMayhem, a great site for finding people to meet a specific desire (hair color, experience level, geographic region,
etc). I have had pretty good success there- might be worth a shot.
Also, dont be afraid to do some back-searching. Find a model that you like from a producer that lists their models by first and last name- then google the model. You may be able to find her agent (who will represent similar models, nice data-mine there) or other sites she works for frequently that are willing to make custom videos.
Example- I first ran across Annabelle on Tickle Torture (www.clips4sale.com/store/9697) and am a huge fan of her work... did some splashing around on the internet and found earlier work by the same model on another store (Tied to be Tickled, I believe) and that producer listed her last name. Googling her full name led me to her MySpace page, her agent, etc...

Because the platform is for models, photographers and producers to find each other for photos, fashion shows, movies. Not for private fun! Hire an escort if you want that, that's what escorts and prostitutes do, not models!
There are lots of guys on there who do not have a clue about photography, and they write to models who do nude shots and ask for a "private personal session". Those guys get kicked out really really fast, because these platforms are PHOTOGRAPHY platforms, not dating platforms!
Of course there are always models who will do everything for money, but they give the whole community a really bad name.

Ok these sites are great for video producers, but what about for regular Joes who just want to have some tickle fun. I know escorts is an idea, but its legality might cause some concerns. Could anyone recommend hyperticklish escorts?
For that, you'd be much better off finding a dungeon in your area. You'd be ridiculously hard pressed to find an intelligent girl who will agree to being your tickle toy without it being either professional (for photography or a video) or a part of her job.

Ok, I recently came across a somewhat related topic on Fetlife.
Now: To the OP: if you are trying to find people for private sessions or, to a degree, a video collection only for your personal use, which is basically just a recorded memory of a session, DO NOT look on a modeling site. If someone is doing a private session with you, it isn't modeling.
Asking a professional model to do something like this will be taken as a huge insult 98% of the time, and could get you banned from model/photographer networking sites.
Try a dungeon, an escort, go to a foot party, maybe try Craigslist, since that seems to have a bit of everything, but please, please, PLEASE do not refer to ladies providing personal services as models. Escort or adult worker would be a much better term- even if these ladies also do modeling.
Remember this- coming from someone who does do fetish modeling- a model is there to BE and to portray a fantasy, NOT to fulfill it.
