Who is this? Rock music fans, please help.

Is there anyone out there that can identify who the rocker in the above picture is?
It was taken somewhere in the early seventies, I am told. Myself and an online friend of mine have this running bet that I won't be able to figure out who it is, and so far...she's right. Lol.
I have been at this for over a week now, and for the life of me I can't guess it.

Admittedly, I am absolute crap at identifying older rockers from obscure pictures like this.

I can't decide whether it's Joe Strummer, Liam Gallagher, Joey Ramone, Richard Ashcroft...hell...even a young Lou Reed has crossed my mind....but I just don't know.

Does anybody recognize this guy? I'm stumped, lol.

It look's like the singer from Oasis... But since you said it was in the 70's I have no clue.

The only thing that comes to mind is Johnathan Richmond of The Modern Lovers. They did the song "Roadrunner". (not the Bo Diddley one).
