They issued warnings for Toronto because they didn't want to piss off the Chinese (No offence to any Chinese here, I know several and their all great people). They'd rather shove it onto the residents of Toronto when the real threat is inside China where SARS supposedly originated. What they should do is post a warning for travelers to China.
