Is there a tickling pix or scene of Dorothy being tickled by the Witch? And is it in wmv format...?
 
There is one in the animated "Dorothy Returns to OZ". SHe's tied to a wall and one of the witches henchman has these magical (I believe) feather dusters around her that appear to be tickling her as they wave in the air.
