These are two signature events for there respective companies, so why aren't they going head-to-head?
I think the reason that WWE and TNA aren't any better than what they are is because neither company is pushing each other. If they put Bound For Glory on against Wrestlemania as cheap as Bound For Glory is, WWE would have to raise there game. As it is neither side cares because they aren't in direct competion.
If Vince McMahon found out that Jeff Jarrett and Dixie Carter (partners in TNA) were putting on a better PPV at a cheaper price (TNA Bound For Glory: $29.95 - WWE Wrestlemania: $49.95) Vince have to do something big or lose his audiance, the same for TNA, if they knew that the bigs boys were pulling out the big guns, they would step to show they aren't scared to take on WWE.
TNA showing that they aren't scare of WWE would undoubtably bring the best out in both companies.
