Is there a facility (meaning host side software and user side software which work together in tandem as a unified system) which would allow us poor people on Dial-Ups to offload the day's (or week's) material, browse and comment, etc., then upload it ?

There are programs that will dowload entire websites. They basically copy every page and download them to your machine. Given that you are on dial up, the time for such a program to download all the TMF to you would be still be very very large Probably a gig or so. on a dial up that shouldn't be more then a day or three.

You can always surf the site, and copy the posts you want to reply to, write your answers off line, then post them on your return.
