Can someone confirm her age, then? I've checked various sites and can find no specific information. She seem's no younger than Pokemon's Misty, Ah! My Goddess's Skuld or (for cryin' out loud!) Tenchi's Sasami, all of whom are tickled regularly without complaint.

There are no rules regarding the age of illustrated girls (though of course if something particularly vulgar were posted we'd ba taking it on a case by case basis). For the most part they are impossible to age reliably so the only rule that could be made would be to ban anime entirely.

Well... law mentioned any kind of minor picture - drawing, illustrations and 3d art *not* excluded.
It would make sense, considering they brand minor *any* porn model without a legal proof of age.
That particular pic could be debatable: Pan's nipple is visible; her crotch is covered yet in plain sight.
If that pic were hosted somewhere else, the webmaster *could* risk removal or closure.
Rumor holds that admins delete first, and ask questions, if ever, second, out of fear of legal actions.
I would suggest asking Valerie: she's quite handy with laws, and she might be able to track down the right comma.
We might need to update the rules, if laws dictate so.

Drawnings of children seem to be illegal in Canada, but legal in the rest of the world.

In this country at least, and just about everywhere else except for Canada it seems, there are no laws prohibiting any kind of drawn material. Of course it's the site rules that matter and the admin has said that illustrations are exempt from the rule cited above. And really there arent enough questionable images posted here for it to be a real issue.

I could quote European laws on this point: they mention sex-related minor contents of any kind - including 3d reproductions and drawings.
I don't have an english translation handy, though, so I cannot back this claim up.

That's why we have to be more cautious than following the most lietral translation of the law, K. In the end it's the host's TOS that really dictates what we can and can't do. But we're not talking about pics with sexual content. Nobody is (or shoule be) posting hardcore lolikon. I think that's only illegal in a very few countries and the servers, I assume, are located in the USA.
Any underagers (or subjects of questionable or unknown age) on this site may be a bit ecchi (as this pic) but wouldn't dip into actual porn stuff. That would probably be removed. Not because of morality issues, which are subjective. And not because of legal issues, cause it's not illegal here. But because of possible conflicts with the TOS of the servers and cause I doubt the admin wants it here either.

I think we are threading on thin ice: our host might change its terms of service in compliance with current laws.
I'd rather act before law, rather than after.
Also, to many users the difference between graphic arts and photos might be blurred.
We rejected requests for toons and clips with underage characters in the past; I recall Cheshire turning down a request for Lilo [from Lilo and Stitch] for this very reason.
Valerie had a thread closed over a mainstream clip with minors, even though sex wasn't even remotely implied.
Maybe we should keep rules streamlined, with as many exceptions to the letter as possible, to prevent loopholes.
I fear this particular exception might be abused.

I do too...but so far it hasn't been. if it ever becomes a problem we'll address the issue then. We tend to prefer to leave the rules relaxed while we can rather than using preventative rule-making. I don't want to impose a lot of extra rules because of possible abuse that might happen in the future.
I'd prefer that people don't push it by posting a lot of ecchi type pictures that would force us to draw a hard line somewhere. Like I said before, so little of it is done that it's not really an issue.
You're right, K, personal morals or whatever don't evter into it. It's not my place to impose my own (or yours or anyone's) personal values into the rules of a forum that I don't personally own. I can just say that the admin hadn't judges against it and it isn't illegal (unless you're in Canada apparently). The only thing I don't know is the TOS of the host as I havent read them and don't know where to find them.
