Basically, the law in Switzerland for piracy is that downloading content that is not illegal in and of itself is perfectly allowable(aka child pornography would still be illegal to download) and businesses were complaining to the government that it was hurting them. They did a lengthy study regarding how much damage piracy does to their bottom line and the results came out to be negligible. The Swiss government, therefore, declared that no change was necessary to their laws and that downloading content should remain legal.
Im guessing that uploading content is still probably illegal, though there was no mentioning of that. Either way, i was just surprised and found this to be very counter-intuitive. Thought people here might find it interesting too.
