Meeting people who are into tickling isn't easy... tickle fetishism is a very private thing to some. Even if you do meet some people who actually do have a tickling fetish, they will probably no let you know that they have it.
I would say if you really want to meet people in your area who are indeed interested, make some post on this forum in the personals section. Let people know where you live and see if there are any takers.
I you want to try something more "intimate", try a dating site and put some information on it that says you're into tickling and would like to meet somebody who has the same interest...
