Harassment
It could, in fact, fall under the harassment guidelines maintained independently by most universities. He was engaging in behavior which was clearly directed at female students, at a specific body part, with presumable connotations, which was making them uncomfortable, and had been confronted previously but returned. There are all sorts of "flexible" rules, regulations, and laws out there on the books, which are intended specifically to cover minor little "gray area" incidents like this; nobody wants to see the issue surround a guy videotaping feet, or someone throwing a fit about it, make it onto the six o'clock news after all. Pretty embarrassing for the college, to be unable to handle a situation like that.
