80's Cartoon-The Smoggies */f

Hey All,
I remember that in the 80's there was a cheesy Smurf-type knock-off show called The Smoggies. Also released as Stop the Smoggies. It was about three goofballs on a tanker trying to pollute a tiny island. Well the little Smurf-like creatures were called the Suntots. Each week they would foil the plans of the villains.
Well in one ep I think it was called Feather in Her Cap...(that was the closest episode description I could find from Google)... The Suntots are looking to stop whatever they were trying to stop and they need to find a special bird.
So one of the villains, Emma, gets one of the birds and goes to pluck it and the feather grows and wraps around her. Then it pulls off her shoe and tickles her foot. She starts giggling and then all out laughing. She had a great progressive laugh..you know the type..."oh no...not that...leave my foot alone...ha ha nooo...hah hah no that tickles..." and so forth.

I don't remember that show. I don't think I've ever heard of it. Still , that sounds like a great scene.

Actually you're remembering this detail a bit wrong. It doesn't take off her shoe (believe me I wished for that) but it just tickles her chin and indescriminately around her upper body. She's in a standing mummy position wrapped up by the long feather. I used to have this on VHS when I was younger but it's long gone.
