90s cartoon tickling

Does anyone know what show this comes from...

It was a clip with, I want to say mice, in the early '90s. A mouse gets stuck in a fish tank, and goldfish tug at his shoes, tickling his feet.

Maybe its Jerry from "Tom & Jerry"?

Definitely wasn't Tom and Jerry. They were talking, and he was more anthromorphic.
