80's Cartoon-The Smoggies */f

Hey All,
I remember that in the 80's there was a cheesy Smurf-type knock-off show called The Smoggies. Also released as Stop the Smoggies. It was about three goofballs on a tanker trying to pollute a tiny island. Well the little Smurf-like creatures were called the Suntots. Each week they would foil the plans of the villains.
Well in one ep I think it was called Feather in Her Cap...(that was the closest episode description I could find from Google)... The Suntots are looking to stop whatever they were trying to stop and they need to find a special bird.
So one of the villains, Emma, gets one of the birds and goes to pluck it and the feather grows and wraps around her. Then it pulls off her shoe and tickles her foot. She starts giggling and then all out laughing. She had a great progressive laugh..you know the type..."oh no...not that...leave my foot alone...ha ha nooo...hah hah no that tickles..." and so forth.

Sounds like a pretty neat scene!

Tried to look for the episode in every way I could. YT has just a few episodes, this one not included. Even looked after the French title - "Ca c'est du spore" - and the best I could find was a site with an ed2k (eMule link) download option, and there's not the slightest sign of enough sources to get the episode via the program... 🙁

There are American online stores selling a DVD, I'm not sure if it has it.
