I think many people would like that, specially if they like tickling like us. But perhaps that is not enough market for the business, but I think it still can work if you promote it not as a "fetishism center", but as an special massage center. Try to offer more than just tickling... and of course, develop some special tickling techniques so the nonlovers can become lovers of tickling, at least if it is relaxing. Try to appeal to the relaxing aspect of laughing and tickling, and not to the sexual aspect... And hire good masseuses, very skilled serious males, or very beautiful females (which should be skilled too).
On the other aspects, the economics laws apply. You need some demand, and considering demand will not be a lot... You can not make the price very high, so try to do not have unrealistic hopes of charging $500 USD per massage, unless you want to have only one or two clients in a week... It is better to charge less and have a lot of clients. Although I personally would not pay more than $10 for a tickling session of 30 minutes, although it depends on what you promise and deliver.
