No idea who did it or who the actresses are, but it's a real throwback. Based on the clothing and room furnishings it's fairly recent, (last 3 or 4 years) Odd.

Thanks Todd that helped me to track it down. Apparently the video isn't called "A Ticklish Afternoon..." at all or maybe just that one scene is. But the scene is from a video by Bizarre Video called "Tickled Pink" released in 2001 according to ticklingparadisevod.com. From the names it lists as the stars of the video, I think the other blonde in the scene most looks like Kim Chambers.
