There's a breif scene near the end where Chun-Li fakes her death as a prank for Guile, and when he finds out, he pins her down and tickles her. the Dubbed version isn't as good though...

Animaniacs "The Warners and the Beanstalk"

There's their version of Jack and the Beanstalk and at one scene they find a harp shaped like an attractive woman, Wacko plays with the harp, and the harp giggles and says it tickles.

There's been a debate if that was tickling or something else. The dubbd version appears it like it's light choking, but the jap version makes it seem like tickling. I go with the tickling one.
