I once visited a web site about the history of erotic foot tickling in which many queens and princesses used to participate in the practice in Southeast Asia, China, Rome, Egypt, and especially Russia.

They would hire palace eunichs or servants to lightly tickle their feet with a feather in order in order to become sexually aroused for their husbands.

It was even considered a respectable trade which paid well.

In fact, I hear that foot tickling is displayed in many paintings of the era today in muesems across the world.

Can’t say I’ve ever heard about this but then sex was a big part of most ancient cultures more than we realise (mostly do to the Victorians). Certainly sounds good to me anyway. 😀

As for the historical findings you posted about, I'm afraid I need to claim ignorance. The only historical figure who I know of who actively practiced "ticklish" activities was Catherine of Russia. It would be interesting to research further, though!
