The basic anatomy isn't bad, and the facial proportions are decent. I think you need to work on the hair, and learn to add details like shading and more defined lines(i.e. use a pen to go over what you've drawn). The clothing could also use a little work. You're on the right track, just keep practicing.
I like the pic. I think it has some solid foundation, and a lot of personality.
If you are looking for some ways to improve - I think the main aspect that can be easliy improved is that there is no interaction between the feathers and the model.
If you could bend the feathers against her skin to show contact, have her expression show a bit more reaction to the tickling (she doesn't quite look "tickle tortured" she looks "tickle amused"), and even have her body respond (tickling creates a kind of involuntary physical reaction, IMHO - like arching the back, wiggling around, twisting this was and that, etc).
