Depending on the context, it can be considered a type of tickling... it's not one many would consider. Most of those pictures I would say weren't focusing on the tickly aspect of it, however. The ones where they're laughing are.

But I think it's focused on as more of a separate fetish. Not sure what it's called.

There is absolutely no tickling going on here, and I think those girls are actually crying and not laughing. It looks like some fetish I don't know of where girls get their crotches stepped on.
