I've seen one of those (at a shopping center in Edinburgh, Scotland) and it didn't look like the people were being tickled by it. I never thought of it that way but now I'll be sure to pay special attention the next time I am there.

I think the site said that the water pressure can be set to different levels. Also I would imagine the type of clothing worn may affect things. If I went I would wear a silk or polyester shirt.
 
Hehe, would be great if they were getting tickled..kinda hard to tell...but here's hoping 😀
 
I can vouch for that ! I tried one at a mall near me. I heard a girl who just got out of it say that it kind of tickled, so I thought I'd try it ! I love to be tickled and I thought it would be relaxing with a slight tickle that I could control. Wrong !! The thing was intense ! I was laughing out loud and drawing a crowd !
