Attach file question

Whenever I start a new thread or reply to a thread,down near the bottom I see something called "Attach file" does that mean I can post a pic? I see it has a browsw feature,but it also says maximum size 0 bytes What does that mean?

The feature is turned off. If it was on, yes, it would allow you to upload files to the forum. But the bandwidth would crush us, so it's off.
