That's Jenny from Foot Paradise ... I too heard Miss North Carolina but I also heard Miss California and she was a runner up not THE miss NC or CA
 
Actually, her name is Jenny, and she was "Miss Northern California". She is wearing a wig; in another of Paradisve Vision's videos, she is in stocks....her natural hair color is light brown.
 
I like this clip. Its the classic victim clip. More clips should have its simplicity
