I am not going to count anime as cartoons, since they are too different and in a different league, in my opinion.

So therefore, I have to really look back on a cartoon that made an impression on me that I could honestly say was the best....

I'd have to say Teenage Mutant Ninja Turtles. The only reason is because I remember them the most, and because I bought into the merchandizing (toys, cards, movies etc) when I was a kid. It was one of the leading shows I liked, and definitely one of the most popular at the time.

If given other choices as well, I'd say Tiny Toons Adventures, Chip N' Dale: Rescue Rangers, and Sonic the Hedgehog (both versions).

I remember even older shows, like Count Duckula, Inspector Gadget, Carebears, He-Man, Glowworms, Strawberry Shortcake, My Little Pony, etc., but vaguely.

I forgot to mention the classic Popeye cartoons done by the Fleischer brothers. Brash, witty, grotesque, almost surreal at times, and quintessentially American! (The ones done decades later by King Features are best forgotten. All the old vulgar panache was gone.)
 
I've been trying to think of more...I'm sure I watched cartoons as a kid but none really stick out for me as being particularly great.
Vladdie reminds me that my brother and I watched a lot of Tiny Toons, though after that was on for a bit Animaniacs came out and kicked it's ass. That was a good show. if I had to pick I'd probably say that was the best kiddy cartoon out there.
 
Oh yeah, I forgot to mention Animaniacs. I liked Wacko the most. I have the video game too. Its in my gargage somewhere.

Older shows? Those were quite late for me...also some others spring to mind now. 🙂
Wuzzles, Chucklewood Critters, Dangermouse, and Mask (not The Mask, the cartoon series based on the Jim Carey film, that was much later).

But I'd still have to say my best/fave was the Gummi Bears. 🙂

Yeah, but I was a young child when those shows were running, so to me they were from a long time ago so naturally they seem distant now.
 
You feel old? I can remember when every feature at the movie theater was preceded by a cartoon. (I'm not quite old enough to remember newsreels, though!)

No, but I bet my dad could - and that's when he was living in this house as a kid.

Tongari no Memol,, I remember catching a few episodes in French in which it was entitled "Crocus". Has anyone else seen it? OMG it was just so cute, heartwarming and humoursly touching!

I'm sure i'll remember others too but these can do for now.😀
