It's also known as voyeurism. Some places it's illegal. We had a trial here recently where after the police confiscated the suspects computer, they found lots of photos of women's legs he took without their knowledge or consent. Made for a couple of days of interesting testimony.

Personally I think candid pics are disgusting, you are invading somes privacy and using it for your own sexual thrill. It is dehumanising and objectifying the people you the pictures of.

If I seen those in person, I would admire them from a distance then move on. I definitely look at pretty feet in sandals but I would like it to stop at that instant. Candid views are best left in my mind.

Really? What was the outcome? Washington State's voyeurism offense is pretty much the standard one.

Basically you are not supposed to photograph others for purposes of sexual gratification if a) they are in a place where they have a reasonable expectation of privacy or b) when their private parts are being photographed.

The first part deals with cameras set up in hotel rooms, dressing rooms or public bathrooms -- a place where you think you have privacy to get undressed. The second part is filming people, even in public, if you are shooting in such a way that their behind, breasts, or vagina/undergarments are captured -- so slipping a camera under a woman and photographing her panties.

That's the usual criminal code provision in the US (there may be exceptions). So photographing a barefoot person in a public place is not generally a criminal offense. That's why I ask the outcome because according to the Washington criminal code, if that guy was taking photos of womens' legs in public then he was not committing any crime.
