She is. I could be wrong however but when a japanese girl flinches like that; due to someone pressing firmly on their foot, it usually means that hurts.
 
I think its a combination of ticklishness and pain. she was laughing at times. you normally don't laugh when something hurts.
 
This is a professional, and he's not able to do it without tickling her LOL so I don't think she'd be a very good candidate for a pedicure. I think I remember reading that in Japan they like to portray women in drawings as crying or being in pain when tickled, rather than laughing.
