Here's an idea...
How about, when someone bumps an old thread, asking where his clips are, we simply ignore it and allow them to wallow in their own ignorance. One person bumping an old thread is alright; eventually, with no one paying attention to it, it will slowly drift back down. But if four or five people start posting about how the clips are old, how we should check the date on a post, and how annoyed we are that it was bumped in the first place, this causes even more problems. I mean, look at the post directly above mine. New people who don't know any better are finding the old thread, which has been kept afloat by the very people who are trying to let it die, and wondering why they can't find their clips. They're not looking at the original date, nor at the newest replies, all they know is that people are still commenting on it, so it must be new.
See what I'm saying? Ignoring the problem won't make it go away, but it will keep more annoying problems from happening.
