Look at these and what they do. I'm actually sort of surprised I haven't ever seen them on here before.

These are cat toys made by a company called SmartyKat. (Edit, and a competitor, PetSafe. Their fox tail thing, in the last link, is really awesome). The video links are a few different types. Cats are the only critters around as interested in feather toys as tmf people 😉. Why have I never seen these on here before??
