I disagree. It doesn't look like she's being tickled that bad but the smile on her face as the dog's licking under her chin, a ticklish spot on most people, suggests that it probably tickles a little bit. Plus the way she's looking up, away from the keyboard where she's typing, means that she may be trying to pull her head away from the tongue that's tickling her. No way to know for sure but I see tickling as a possibility.
