Still pissed off about the intense foot tickling she got from Senator Glass (see Part 14), Sergeant Castle has a plan to teach the senator a good lesson. When they get to the second hearing with Mr. Control, the senator makes Sergeant Castle silently stand behind her (like a well behaved child, under control).
When the hearing starts, Castle slips down under the desk and tickles the good senator's feet, making her twist, jerk, writhe and blurt out odd sounds. It turns out that the stuffy, rigid Senator Glass is even more foot-ticklish than Sergeant Castle. And to make it even worse, Castle video tapes the whole foot tickling. The senator is embarrassed during the hearing by her unprofessional appearance to Mr. Control.

At the end of the hearing, when the senator goes to reprimand Sergeant Castle for her tickle-antics under the desk, Castle confronts her with the video camera she used to capture the whole foot tickling, forcing the senator to agree to a private tickle session (see Part 16), in order to prevent the foot-tickle video from being released.
