Has anyone wondered if the animators for Teenage Mutant Ninja Turtles or any other cartoon series used models to help perfect their foot design and tickled response?
 
I doubt it. animators generally only use reference models when they have to draw something really out-of-the-ordinary or need to mimic something perfectly. Disney tends to bring in zoo animals for their animators to study; they did this for the Lion King. However, that's Disney. They have money. Your run-of-the-mill cartoon-churning animation house cuts so many corners they're often lucky they have enough artists, let alone trying to hire models.
