That can be frustrating but can't say it's happened to me. Some women were way more ticklish than others but never in my experiences were they not ticklish at all. Even the tough ones who had a solid resistance to being tickled cracked eventually.

I don't think I have ever done anything tickling with anyone that isn't ticklish in some way. There are many varieties of how ticklish someone is, or if they need encouragement, and some people have limited tickle spots, but I believe everyone can be tickled if you try and work hard enough.
