Too high quality for it to be before at least 2005, probably later.

The roman numeral Tat on her shoulder was not a popular style until the late '00's

I have seen this before, and my memory says it was one of the short lived small companies that popped up in the era bracketed from the above. Never made much of an impact and faded fast. Good clip though, and holds up today.

I remember Tickle TV and this video looks a little more hi def than their content was. So I don't think it's them.
